Better wall command

The e/wall global messaging system is pretty great.
I was thinking of a way to extend it that (potentially)
wouldn't be too much extra work.

You could create four more 'wall' channels, one
for each empire.  Then, just hardwire it so that
each person becomes a member of their own empire
channel (maybe e/emp or e/empire) and their ally
(again, e/ally or something), which would allow
for scheming and plotting and so forth.

Anyways, depending on how the backend of 'wall'
is implemented, it might not be too hard to do
this, since you'd just sort based on the empire
tag.
